Question Pwr Steering Pump

I have a 03 Truck, and have had the power steering pump replaced because of leakage. I noticed that when you release the cap to check to fluid level that it is under pressure. Is this normal?

Other vehicles I have checked don't do this. I thought the cap is supposed to vented. I think this maybe why the pump leaked originally. I think they put the same cap on the new pump.

Had my pump replaced in mar. due to a leak. I did not notice any pressure release when in open up the pump cap. I also had them replace the pump lines for the 2000 rpm vib. There is a TSB on the lines.

Mine also releases pressure when you open it, but I've never had a problem with it. Perhaps it vents above a certain pressure?
