P0217 set but Instrument Gage OK?

P0217 set but Instrument Gage OK?

After flushing coolant I got a P0217 code - Coolant Temperature Too High. Instrument gage said temp was at 200 or so. In addition, when this happened the truck went into limp mode. When I poped the hood, the engine temp seemed cool - I could keep my hand on the cylinder head. The upper radiator hose was cool, but I think there was an air pocket which cased some localized overheating.

Where is the sensor for the P0217 gage & the instrument gage. They can't be picking up off the same sensor.
