No Start Code P2509 and P0633
I have a tough problem that I am trying to solve. I am working on an 05 Dodge with 195,000 KM's. It had a short block about 3 months ago and then after that the dealer said it needed new injectors. About a month after the injectors were replaced it started running rough with codes P2149 and P0206. Performed all of the steps for code P2149 with no clear conclusions, re-installed all the connectors removed and started the truck and it ran fine. Then when the truck was started cold it would run great for about 10-30 seconds, then run rough for about 10 seconds, SES comes on and then truck starts to run great again, the code that sets is P0206. Number 6 injector was replaced again with the same cold results. Thinking that this has to be an electrical problem the ECM is removed (bolts had to be removed with an air chisel), and what was thought to be a known good ECM from the same year is installed. The truck would not start at all with the spare ECM, the original ECM was then installed again and the truck would not start with the original ECM either. The code that comes up then is P2509 and after following the diagnostics for this code there is no definitive conclusion on the problem. The truck was then towed to the dealer to have the ECM checked/reflashed, the dealer called and said that when they try to go through the reflash it seems to work just fine but then when it is finished it comes up with code P0633. They say that when they load the secret SKIM key the ECM accepts it but then the same result after the flash. The dealer is thinking that maybe they should say no when it comes up about the correct VIN in the ECM and tell it that it is incorrect and then re-enter the same VIN as the truck again (as though they were programming a new ECM) and try that, but they don't want to damage a $3000.00 ECM.
I have searched around the forums and find that others that have had these codes were still able to start and drive there trucks. I can't figure out why it won't start at all.
Any thoughts that others have would be great.

Any SKIM DTC'S
Possible SKIM INTERNAL DTC FAILURE
Turn the ignition on.
With the scan tool, record and erase the SKIM DTCs.
Perform 5 ignition key cycles, leaving the ignition key on for a minimum of 90 seconds per cycle.
With the scan tool, read the SKIM DTCs.
Did this DTC reset?
Replace and program the SKIM in accordance with the Service Information

Yes there is 1 SKIM code that keeps returning after the dealer tries to program the ECM. It is code P0633 which is "P0633-SKIM SECRET KEY NOT ENTERED ". When they program the ECM it seems to accept the secret key, but then when the programing is complete it brings up this code again.

Have your tipm (fusebox) tested. I threw the 2509 code along with some others, truck would not start, turns out the tipm is making limited communication with the ecm, fuel relay, instrument cluster.
