Low rail pressure?

Low rail pressure?
Hopefully someone might have some ideas... I tested my PRV using the appropriate special fitting and it passed at idle. So I was going to leave the hose routed into a container and slowly raise the RPMs and thusly RP at idle and see if I got anything out of the valve. However once I started to raise the revs to 1k, hold it, 1.5k, hold it, 2k, etc, the rail pressure didn't jump up to near where I thought it should be (I believe it's not where it should be because I got some readings from other users with stock CP3 and stock programming, and comparing the two they aren't even close...). The truck starts well, drives fine, I get good MPG all things considered (winter fuel, decent amount of idling, and mostly city driving), but at 2k RPM in 6th gear I'm reading only 7500 on the RP gauge while on the highway. I have the test fitting for the injector return rate, and was probably going to check torque on the crossover tubes as well as shake the FCA. Truck has Smarty JR on SW1, Raptor100, and a 2micron filter. PSI at the CP3 inlet is ~14#. Any suggestions? No codes, no smoke, not making oil... Thanks
