Leaky rail pressure valve odd behavior.

Leaky rail pressure valve odd behavior.
Long story attempting to be made short. Installed a new X2 module 65 hp, had old X1 65hp 2weeks prior, truck pulled hard, good boost 40psi. Now with new X2 box, same old wiring, low boost 28-29psi. Tried multiple down loads, still 28-29psi, one time 38psi. Tried friends box, same thing. In other words lower boost than what the truck will do stock.
Got to checking things, found fuel in the banjo bolt that holds down the fuel return off of the rail pressure relief valve. This would signify that the rail valve has popped. Correct? Used a solid bolt for test purposes to hold down the banjo. Tried the X2 module and same as before, less boost and more EGT than stock. Removed the X2 tried it with the bolt stock and runs exactly the same as stock stock.
I think that I have multiple problems-- duh..
New fuel filter. Gonna see if I can get it in for some check up/ work.
Don't know rail pressure, don't know inlet fuel pressure ie lift pump, can hear it. Any ideas? Lower than the normal fuel mileage of 14.5 down to mid 12s
Truck seems to lay down with this last tank of fuel, same fill station.
Any ideas to try next? Have been working with dodgezilla04 and has been very helpful.
