Fluttering Waist Gate?

My 2003 cummins has had a problem for a while now. When ever I am going up a hill the tranny goes to shift and the waist gate flutters sometimes? Not sure would be causing that. The dealership has looked at it and has heard it, they aren't to sure what it might be. Just curious before I take it back and blow another $100 deductable on there stupid warrenttee. Any of you ever heard this and know what might be causing it. Not sure what controls the waist gate?
The engine is completely stock, only thing is a k/n air filter.

Does it sound like a 'bark'? If so it's the turbo barking. Happens when the engine no longer needs the demand for air and stalls the turbine compressor momentarily.

My 03 does the same thing, i was told it is normal? it does not appear to be causing any damage but it is annoying.

It's not "bark", and it is normal. To get the "bark", you wouldn't be driving your truck in a "normal" every day way. I don't know the technical reason the waste gate does that on our trucks. (Maybe someone else can explain?)

What the heck is a fluttering waste gate? How does one describe that. Is it like passing a silent but deadly **** gas episode Sorry couldn't help myself

I guess it could be described as a bark, compressor stalling possibly? Ya it's very annoying. Happens when the engine RPM's are up and right after the tranny shifts? The chrysler tech went for a drive with me and told me it's not normal. They where considering changing the waist gate control module, just haven't taken it back to drop another 100 bones. My understanding is the waist gate is suppose to prevent the compressor from stalling? Not really to sure. I know the air box on my 2003 is alot smaller then the earlier year dodge, as I see on here there is a discussion about the filter minder getting recalled for a better one. I took mine off and put a piece of duct tape over it. Wondering if a cold air filter kits might solve this problem with out changing parts?

Does it seem to happen mostly when going into overdrive?

Mine use to make the same described noise around 45mph going into OD, then I put the BDDL on and it hasnt made that noise in 21k miles!

Sorry- it isn't the sound I'm thinking of then. The sort of shucking sound the wastegate makes is one I've heard on my brother's 02, 03, 06. Also on my 03 and 05. It must be something else.

Hey Guy S My 06 Has 2300 Miles On It And Since Day One I Have Had A Hissing Sound When You Mash On It And The Turbo Goes To Working. I Have A Stock Filter, No Silencer Ring And Removed The Baffle Piece And Replaced It With A 5.5 Piece Of Pipe Also The The White Vanes Are Missing. From The Start To Now It Has Had This Hissing Sound But Only When You Mash It. I Just Figure That It Was The Wastegate Opening And Closing. My 99 Ctd Did Not Do This

I have had that sound on mine from just about the beginning. I never noticed it until I put the banks exhaust on. I contribute that to the fact that I replaced the heavy cast elbo with their down pipe and now I can here the pulses more. It has been that way for 50,000 plus and now I just don't even think about it until someone brings it up.
