I think as the fan belt gets old it does it less and less, as seems the case with my truck.

wannadiesel andtmc243 are exactly right according to the engineers. As far as wd40 on the belt it will break-down the rubber and could cause a belt to "slip" off. both are bad !!!!!!!!!

If I cooled the truck (my 2001 auto)down there was less/none of a chirp, if I turned off the truck off over 300 degrees(EGT) the belt would chirp loudly
