ECM issues??

ECM issues??
I think I may be experiencing some ECM issues.
The truck will turn over but will not crank. It is not send a signal to the lift pump to turn on. I have checked relays and that is not the issue. The instrument panel is also not working properly with the key in the run position.
Has anyone experienced this before?
Can the ECM be flashed?
How much does a new ECM cost?
Any input is much appreciated

Not directly, but with a test light there is no juice when there should be.
It is an aftermarket pump which is only a few months old.
I tried using a bullydog downloader to read any codes and it gave me an 'unrecoverable error'

there is your problem. you will have to call bullydog tech support monday and have them walk you through the process of rewriting the vin number in that ecm. have you tried to change the bullydog lately?

No, the bullydog has not been used in a while.
I have always ran a quadzilla, but I was thinking about trading in the truck so I took it off. I ran the truck stock for about a week. I decided to keep the truck so I thought I would install the bullydog I have since it does not require any hard wiring.
Now the truck won't start..... I am about a week in and I need the truck.
