The SKIM key is the microchip that is inside the end of the key (if you have a gray key, that is) that is supposed to keep the vehicle from starting if the correct SKIM isn't in the ignition. I"m not sure why your PCM wouldn't have the SKIM programmed anymore, the dealer should be able to fix it.

I have had this code on mine for a long time. It may have been there from the day they installed security Key system. I took it to the dealer to see why. They said it is a stored code. It could have been caused by many different things. The computer tech said it only means that at some time the key chip and computer did not sync up. He said that they would need to reset all stored data to make it go away. He said that it was better to leave it, so if there is a problem with the key, they will know that at least once before it glitched. Not sure I believe all of it, but it does not bother anything. It stayed even through the TSB 18-037-04 flash.

I dont think it means the security key doesnt work. It just means that at some point the computer did not read the key code or whatever it reads correctly. Might have been a time that you turned the key to on/start and it did not start right away. Could have been associated with turning to on position to read codes and bumped to the start for fraction of second. The key does work, it wont run with the original (black) key.

When they reflashed your ECM they didn't tell the SKIM to send the secret key to the ECM. He keyed back on and had the fault. He reprogrammed it and didn't clear the fault.
It actually is a pretty good system. Rams are still the easiest to break into, but harder to drive away with.
