Well, I went to the dealership the other day to get my block heater checked. Service guy told me that I need a new block heater and that it was covered under warrenty and that he would order it. Two hours later the service guy called me and said that I had to pay a $100.00 deductable. The truck has 74,500 miles. The warrenty in my owners manual says that the engine block and it's internal parts are covered and that you don't pay a deductable until the vehicle has been in service for 5 years. I thought the Cummins warrenty covered this. Can some one shed some light on this.

You are correct. You don't have to pay the $100 dollar deductible until after 5 years or the last 2 years of the Engine warranty. Take your warranty book in with you and show whoever is in charge. They get this wrong all the time.
