03 cold start problem

Thanks a lot for your help. it is nice to have some ideas of what to look for. I did what you said and now have a half jar of fuel. I just did it and don't know if it takes a while for the water to separate, but as of now I don't see anything.

he has a pos raptor. if you can hear the pump the cp3 can pull through it. the batteries is not the problem either. neither is water in fuel. in looking at your sig I do not see a 2 micron filter. my bet is that the injectors are failing. the ecm will not let the engine start if rail pressure is below 3,500 psi. you will need to do a leak down test to confirm injector wear. get a rail pressure gauge and watch as you crank and I think you will see it start just as it reaches 3,500 psi. several things, carry a short piece of rubber hose with you so when the raptor pump fails you can bypass it and continue on. before you change the injectors out you need to add a filter, pm me on how to make one for $90. replace the raptor with a brushless pump like the fuelab, also carter division of federal signal just came out with one. I use a German made one but cant remember name.

update
I took my truck to Rocky mountain cummins. And they say that the injectors are leaking from where the transfer tubes connect to the injector. They recommend all new injectors and transfer tubes. Ouch $$$.

I had an 01 5.9 cummins that started doing the same thing and what I found out was that 2 out of the 4 heaters that heat the fuel was not working. Check the volts at the heater packs . They should be the same. I replaced the heaters and problem solved. Hope this helps.

Same problem twice. First time at 130K miles it was the Fuel Control Actuator. At 150K it was 2 of 6 injectors way bad and 2 more marginal after testing. Replaced all 6 and should be good to 350-400K mile.
I kept plugging her in and she would start. Finally, couldn't get it started at work after engine cooled. New injectors solved it for me.

Gunk in tank
What was the ambient temperature when you tried to get the fuel sample? Usually water will be the first liquid to be in the sample jar. The other possibility is you have a lot of gunk in your tank that is plugging up the filters and the drain in the filter assembly. When was the last time you replaced your fuel filters?
I presume you are using winter - #1 diesel and not #2 diesel as in cold temperatures #2 diesel will gel, hence not flow freely through the fuel system. Good luck!
