Maybe snow and ice freezing the wipers in place?

Possibly a ground problem causing a high resistance, which in turn, causes a higher amp draw on the hot side of the motor? Just a guess. I think one of the bolts is supposed to have a strap that bypasses the rubber mounting grommet to provide ground. Make sure all the metal is clean. I have even made a ground strap with a piece of wire with an eyelet on either end to make sure the motor has a good ground.
