Upper shock bolt torque

I'm searching and finding conflicting info on tightening the upper front shock bolts (2001 model).

Majority of recommendations are torque to 25, 35, sometimes 40ftlb. Other times I read you should only tighten until the rubber grommet is squashed out same diameter as the washer.

What's the correct procedure? This is with stock shock towers and grommet and Bilstein 5100's.

I always use the smash method, otherwise the bolts get loose and the shocks noisy.
