Ticking noise under dash

Ticking noise under dash

The other day I heard a ticking noise coming from the driver's side of my dash, underneath. I found what looks kinda like a vacuum hose with a fitting on it. Screwed to the fitting is a little yellow plastic filter looking thing that has plastic beads in it that rattle when you shake it. Every once in a while that thing will start ticking. Does anyone know what that thing is, what it is for, and what I need to do to get the ticking to stop, because it is annoying.

Cable tie the little filter upright to where it is not shaking on the end of the hose, that should stop the ticking.
I have one like that on the end of the exhaust brake vacuum activation line.

Is an LED timer counting down when you look at it under the dash? If so, cut the red wire. No, wait, the white wire. Or is it the yellow wire?....
