tail gate worn out/ looking to fix 1998

My tail gate has now falling down twice just driving around. I ve known for along time that it was worn. That is the mounting system. I replaced the round holder peice on the gate it self on one side. I would have done both but the yard only had one that I could find. Anyways it appears that the pins on the inner bed sides are whats really worn. I have no bushing or rubber or anything in there, never was and was wondering if there is suppose to be. The bottom of the gate has always been pretty lose. It appears rivited on I think, and seems like a tough fix if I have to drill the bed sides.

Any ideas, fixes ???

I would think that with a little enginuity and a welder , that a fella could fab his own mounts pretty easily out of a couple pieces of pipe that will slide one over the other.
