I think a spray bottle would work good as long as you can get good coverage. I've used the neutralizer for a couple of years and have been pleased with it. Then again, I live in Sunny Southwest Florida. Salt Free since 1693.... Unless you're on the coast....

I've used plastic spray bottles from Walmart--the kind that cost about a buck--to spray paints and shellacs before. They only work if the stuff is really thinned a lot. You can only use them once but I've gotten great results with them.

Once you've done what you want to the rust, loosen a transmission line or oil cooler line, so it leaks just a little bit. As you drive it will spread oil all over the underside of your truck, stopping rust in its tracks and preventing new rust. then you just have the pressure wash the underside now and then to remove the dirt. It will look very nice under the dirt.
I also squirt oil in the doors and other crevices you can't see into, as the oil will wick out onto the surfaces and protect them. I used to fix oil leaks, now I embrace the small ones.
