IOD Fuse problem

I have a 99 24v and I am experiencing some electrical issues. My radio isn't working so I was checking all of my fuses. When I pulled out the IOD fuse and put it back in everything worked normal. However, now when I turn the key to the off position the relay in the fuse panel (guessing the blinker relay) starts clicking but nothing is happening. When I turn the key on it stops clicking. Also when its off if I click on the blinker switch it stops. Any ideas on what happened?

Have you tried a new IOD fuse to see if it stops the problem?

Maybe your hazard flashers are on?
