Putting amber lights in your driving lights will not change them to fog lights, it will make them amber driving lights.
The difference between the two is the pattern of light. Fog lights have a very low and wide light pattern, so the light shines on the road and doesn't reflect back in the drivers face. Fog lights won't illuminate past the 200'-300' mark.
Driving lights have a narrower light pattern, extending to about the 1000' range.
The amber color will increase the contrast you see, which can come in very handy in inclement weather.

I have both, and having both on at the same time means for better seeing. I drive on country roads, and not well lit roads a lot, so the fog lights and regular headlights really help.

Are you sure they are driving lights? Seems to me they only light up the very front of the truck and I always thought they were fog lights. What does the sticker or original build sheet say (if someone has one)? Fog or driving?
BTW: you could always get a HID conversion and look 3000k color lights, they are amber.

I have the original window sticker for my 2001 and it lists them as one of the options. It says :
Fog Lamps --- $140
As said earlier fog lights throw out a low and wide beam to illuminate the mainly the gap between the low beams and the front of the vehicle so as the illuminate the road without glare at the driver due to adverse weather conditions. They may be either white or selective yellow. They are also mounted low on a vehicle.
Driving lights are another animal altogether. Thier purpose is to provide a long range illumination of the road and surrounding area for visibilty in low ambient light areas.
