You got me there...I don't know of any adjustment on the E-Brake pedal. As far as I know of is the slack adjustment in the middle of the cable. That all it is a slack ajustment. Also the only return spring I know of it is in the E-Brakes in the axle...
So if the cables are loose and droopy then go for it. Tighten it up a bit. If you over tighten you will shorten the travel of the pedal and bottom out the E-Brake levers in the rear-axle. So do a little at a time.
You might want to jack up and block the rear-end and check for proper function...Make sure your not over tighten and pulling the brake on. Also might sure you getting the brakes to lock when set.
Then road test it.

I just adjusted mine the other day on my 02. It is a MUCH firmer pedal and I can actually use my e-brake now to hold my truck from going in the water when I put my boat in. I took out the plug but I tried adjusting towards the outside (right is tight) but it loosened my shoes and made my e-brake worse. So I tried teh other way on the pass. side, I moved the star wheel down, or left all the way. That worked, much tighter now. I have seen some comments back that say to adjust to the outside away from the axle or turn it right, or up. That wasn't the case on mine, but I did try that first. I also have a dana 80 on an 02 if that may make a difference. One suggestion though, if you don't have a lot of light where you will do this, get some because it's kinda hard to see inside to the star wheel without light.
