Blinker and tail light fuses blowing

my buddies 02 has some issues with the tail light and blinker fuses blowing. the fuses are the ones underneath the hood on the drivers side of the truck. i imagine it is grounding out somewhere along the way or there is a bad ground somewhere correct? also i dont know if it is related to it but his liscense plate wiring harness is jagged up it must have gotten hot and cooked itself but he has been driving with no licsense plate lights for a long time. anysuggestions.

Common place for a short is a trailer jack packed full of dirt.
