Prime the primary fuel side by holding the schrader valve on the VP open while doing a starter bump. Bumping the starter should cause the lift pump to run for 25 seconds. Do this untill fuel comes out steady there. When fuel is good there loosen 1 & 3 &5 injector lines and have someone turn the engine over untill fuel comes out there. Start tighting the injector lines, and it should start.

No it's up front on the drivers side on the side of the VP. You have a black "tire cap" to unscrew to press in the needle like a bike tire. Follow the fuel lines from the filter to the VP and than look 2" foreward, you'll find the cap to unscrew.
Good luck.
Good luck.
