The HO's injector pump is cranked up higher than the SO. The engine is the same in both just one of them comes with more HP and Torque. You can put a chip in a SO and you will be close or higher than a HO. That is my understanding of the 2.

Since you have a 2000 I assume your talking about the 01 and 02 trucks?

On the HO engine the ECM is different, injection pump is different, the injectors are smaller, the compression ratio is higher, the factory wastegate is set to a allow a bit more boost, valve seat inserts for added durability.

Look on dodgeram.org. I think it told in detail there what the differences are.

upgraded pistons I believe too. My guess is it was the upgraded guts to prepare the motor for the '03 HO performance.

Strictly from a performance note...the compression is higher, the boost is higher and the fuel is decreased from an SO for a grand total of 10 horsies.

Driving easily along the freeway I get 20 to 22 mpg too with the HO.
