Is wastegate operated by neg or pos pressure in the tube

Ok this is a dumb question but is the wastegate opened by negative pressure in the hose to the actuator or positive pressure? I assume positive because the tube is a flimsy rubber line not a rigid line. If it is positive would a small valve be ok to use so the correct amount of boost could be dialed in (adjusted)without over doing it? I have had mine clamped with a surgical clamp and all is ok, I cannot get more than 32 lbs with the clamp on and tube completely occluded. I guess 32 lbs wont hurt anything or will it??????

So, is that 32 pounds of boost positive or negative? I think you've answered your own question. The HX-35 is supposed to be safe up to 38 psi, so you should be fine. If you add more fuel you'll want to go with a boost elbow or a TurboMaster to keep from overspeeding the turbo.

Could you elaborate on "overspeeding" the turbo? I have a turn buckle on mine and the max boost is 29.5 lbs. Sure has worked nice to get the egt down a bit but I don't want to hurt anything either.

I cant remember exact figures but I think the HY35 is OK around 25-30 psi and the HX35 is around 30-35 psi. I realize that sounds low and lots of guys spin those little buggers up to 40-45 psi and higher but at those RPMS (especially the HY35) the turbo is exceeding its level of efficiency and is creating so much heat its doing you worse than good. Plus, yes there is supposed to be a level of concern for the reliability of the turbo. Maybe some turbo experts will fill you in better.

The amount of boost being made is a rough indicator of turbo RPM. Too much RPM will cause either the turbine or compressor wheel to explode. With the wastegate locked down with a turnbuckle or a plugged boost line, when you add more fuel (bigger injectors, more aggressive box) you could get to the point where you are overspeeding the turbo and need to use the wastegate to slow it down some. Then you'll have to add something that raises the boost pressure required to open the wastegate (boost elbow, TurboMaster) instead of just locking it shut.
