Turbo not spooling up.

Turbo not spooling up.
Hello,
I'm new here,first post.
The turbo on my '02 6spd 4x4 is not working.
Mechanically the turbo seems fine,no play in turbine, waste gate is free.
No black smoke when I accelerate, but of course no power.
Could a sensor cause this or a faulty ECM ?
Thanks.

Welcome. First thing to do is check for any codes in the OBDII system. Your truck can perform a general search for codes simply by turning the ignition key from OFF to ON three times stopping in the ON position. The odometer will cycle through any codes and stop with a ----- or p-done. Write down what you see and report back.

The p-1693 code is a "companion" code and means there's another code in the PCM which cant be reached by cycling the key. You have to use a decent code reader to see if this companion code is reachable. That said, depending on the problem, there may not be a secondary code but you need to find out first.
Second important thing to check is fuel pressure. You should be able to rent a decent quality fuel pressure test gauge tool at your local parts store. With that connected, check the running fuel pressures at idle and driving. If they're below 10 psi at idle and close to 0 at WOT then thats a problem.

I cycled the key through twice & that is the only code that came up.
The fuel pressure was 15 @ idle & 7 wot if memory serves me correctly.
New lift & injector pumps recently.
So my next stop is a good code reader ?

Look on the lower edge of the drivers side dash panel by your foot. It's roughly between the gas pedal and the transmission hump along that lower edge. It's a black plug.
Here's a picture to help you know where to look. My fuel pressure gauge is mounted on that bracket that holds the OBD II connector. In my picture here, it's literally right behind my FP gauge.

Well then getting back to the root of the question..... What makes you think the turbo isnt "working"? Has the turbo ever worked????? Do you know what boost numbers you're running?
Refresh my memory, is the truck stock? Has the VP ever been replaced?
Lets see what a code reader pulls up too. There may be another code in there.

It used to work fine, then I had fuel delivery issues, had truck plugged in at Cummins, injector pump chip was messed up.
So I replaced inj & lift pump myself.
Turbo hasn't worked since, and probably didn't before but I blamed it on inj pump.
Is vp vacuum pump ?
If so,I've never changed it.
Truck is totally stock.
Thanks again.

To be clear, the reasons I think the turbo isn't working are:
Can't hear it
No power
I also have an '03 that works great,so very easy to compare.
The reason I blame fuel,or lack thereof,is no smoke when I accelerate.

And VP is the injection pump, called the VP44 made by Bosch.
Where did you get the VP which you replaced too? Did you install it yourself? And the low boost/low power issue started right after the swap of the injection pump?

Noise wise..... its hard to hear the turbo boost on a stock powered truck with the stock air box and silencer ring in place. But you must have heard something before to compare what you're complaining of now.
Sorry for all the questions too but for me to accurately help you out I kinda need to know everything I'm asking. Its very hard to diagnosis things like this over the internet.....and its even harder when people are vague and forget about important details.
