Sudden loss of power for about 5 seconds??
Well, I was having problems with my 99 24v cummins ram starting, so I changed my lift pump, and filter, and got it running. It has been running well for about a week, but yesterday I was driving on the highway at about 70mph, and the check engine light came on, and the truck went to idle for about 5 seconds, and then power was back like nothing had happened. This morning when I cranked the truck the check engine light was off, but It happened again this evening, but gained power again within 5 secs. Any input on the problem is greatly appreciated.

Get your codes pulled at autozone for free!
I would say it is something other than apps cause the light will not go out until the code is cleared. My apps has been out for so long that my check engine light bulb is burnt out.

Don't be so sure about the crank or APPS. Not saying it ain't, but that it might not be. That is what mine did, except for about 20 seconds. While at freeway seepds, power just went. Check the codes and got P0216.
Two days later, I had a warranty replaced injector pump.

If it is the crank sensor you will lose RPM gauge input (it will drop to zero), your A/C compressor will shut off if it is running, and your voltmeter will drop to 12 volts. The computer controls the funtion of the compressor and it regulates alternator output. If the Crank sensor dies the computer will think the engine is not running and shut of the compressor and kill the output of the alternator. You will know when the crank sensor is going, look for those symptoms.
I noticed you have a 99, this trick may work for you. Take your key and turn it to OFF, not lock. Then turn the key in the following sequence : ON-OFF-ON-OFF-ON. Leave it in the ON position. Watch your odometer. It will give a readout of diagnostic codes if there are any. If there are no codes the odo will read this : ---------. I hope this trick works for you. It won't work on some of the early 2nd gens (it won't work on my buddy's 98).
This sounds like you may have injection pump issues. Check your fuel pressure if you haven't done so already. I also higly reccomend getting a permanent fuel pressure guage.

Mine was doing about the same thing the injector pump was bad. One month after replacing the pump the truck started doing the same thing but only when cold. The new pump was bad. The first time I had the P0216 code, the second time a P1689 code.
The second time it took along time figure out what was wrong. I found a Dodge dealer that had seen this before. The mechanic told me when a cummins comes in with a P1689 code he would check the fuel pressure and flow if they were good, next he check the ecm if it's good, he just put a injector pump on it.
Start by getting the codes pulled.
