Seat belts?????

On Quad Cab trucks, starting in 98, those belts have electric locks. Check your fuses, and make sure your door-ajar switches are working. Does the dome light come on when you open the door?

In my 98 1500 I found the seat belt lock device was attached to the underside of the middle seat with the rear seat cup holder. Not sure if that may have messed up on you but something else to check. Just my .02

On the earlier quad cabs the seat belt could not be fitted with the normal pendulum style locking mechanism because if you leaned the seat back to far the belt would lock. So DC 'fixed' it with a electronic box which controls the belt locking. There was a trouble shooting guide for theis box posted several moths ago. I'll see if I can find it.

I had the same problem with my seat belts in my 99 quad cab. I would get into the seat and make sure that the connection to the bottom of the locking device is all the way in, mine came out somehow.

Did you guys get it fixed?
This happened to me when I removed a seat to fix it. I turned the seat upside down for repairs (my big butt broke the wires ) Anywho, the truck thinks you have rolled it over and it has the seat belts locked to protect the occupants. To fix it disconnect the batteries for an hour. There is another way to fix it with the cig lighter or something, but I don't remember the combo of events you need to do. Just disconnect the battery for an hour. It should reset to work properly.
