Unhappy Replaced batteries and still have power with key off

I replaced both my batteries today and noticed that when i hooked up the power for the Quad that all of my relays started to click. Once i had everything hooked up i went to start my truck and noticed that all of the indicators for the instrument cluster are on but the key was out of the ignition. I tried to start my truck and it will crank over but will not start. So i plugged the smarty in and found a 1689 and a 215; i tried to clear them but they reappear right away. Right now i have both negatives off, the key is on and i will see what that does. So has this happened to anyone or is there any ideas as to what would cause this. Its just wierd never seen this one before. Thanks for any info.

Unhook both batteries completely and independently of each other for at least a half an hour. Then turn the key the to ON position and also the START position too during that time so you drain all residual power. Then hook them up negative terminals first then positive terminals.

ALWAYS hook up positive first and then negative. That way you are never working with a "hot" wrench.

Well i tried/did all of the above and same thing but i did disconnect my Quad box and hey no problems, everything work properly. But I think my box is now fried the pulse reads all zeros and is flickering. I though i did everything right, its not rocket science, i have had too many experiences with the "hot" wrench when i was a semi mechanic. Thanks to all for the advice and sorry for the false alarm.
