Power Steering pump BROKE OFF

clarification....
powersteering/hydro boost pump has four bolt holes.
vacuum pump has two holes.
vacuum pump bolts to side of engine and engages timing gear.
power steering pump bolts to vacuum pump.
I would not be afraid of a repaired vacuum pump. with ears reattached by tig welding. due to design of vacuum pump. if one bolt backs out pump will shift, breaking off ear.
factory manual says to torque to 18 ft lbs, BS!!! I torqued down to my normal tightness for that size bolt. which is more like 35ft lbs.
there's a support bracket that bolts to underside of power steering pump. if this mount is left off. leverage will break off ears on vacuum pump.
