P1694 and the ECM

the code description...
P1694-NO BUS MESSAGES RECEIVED FROM ECM MODULE

So here's the loaded question...

Is the P1694 always indicative of a failing ECM?? or what else could the 1694 be pointing towards?? Could an ECM fail or be failing and not create many symptoms??

I had 2 ECM's go south on my 1999 1500 and both times the truck was undriveable.

The reason for asking is that today an event happened that compelled me to check my codes... amongst my usual P0500, P0602 and P1693 appeared the P1694... I had actually expected to find the infamous P0216. I was accelerating around a corner and noticed that I was hazing some white smoke... very atypical for my truck until perhaps last Friday when I noticed that just releasing the clutch pedal(in 'neutral') would produce a small, nearly undetectable puff of white smoke. You manual trans guys know the throttle bounce I'm talking about. This persisted over the weekend and even progressed to the point that my truck will now trail a light haze of white smoke under the right throttle applications.

In my experience, white smoke is usually associated with a fueling issue and all signals point to the VP44. Mine is nearly new, installed in April 2008 and so are my injectors.... II HRVP44 and Mach 5's. The pump has been fed with 15psi(mechanical gauge) from my FASS pump since day 1... truck is also equipped with a Smarty, TSTCE, F1 springs, twins.... I'm inclined to lean away from pump issues as the pump is nearly new and hasn't been starved.

I don't have any driveability issues sans the bothersome white smoke, an occasional stutter/shudder under heavy acceleration(with or without the TST) and a similar stutter/shudder under a free rev scenario(say, doing a 3rd gear type launch and reving to 3K the truck will shudder at certain RPM/loads..)

I've read through numerous threads about the P1694 and/or ECM's and nothing seems to match what I'm experiencing...
