No start 5.9 help
So recently I got my hands on a 99 5.9 off my brother, it's a really good truck when it runs but now I can't even get it to start, long story short, it was the vp44, so we worked a deal and I had to put the vp44 in and I did as is, it was a 2 day project, nothing too hard, when I got ready to start it, I bled the lines and all 6 injectors were getting diesel and when I turned it on, it fired up right away, perfect I thought, then after it reached operating temps I drove off only to have it dump me a mile away from home, it gave me a dead pedal the whole way there. I've been dealing with it for the past 2 weeks off and on, it wont give me codes, only 1 injector is getting diesel and that's the #1. After it turned off, I went to fire it up again and blew clouds of white smoke. The only way the truck will start and stay on is with starter fluid. I should mention as well that my brother already changed the lift pump and in tank pump, and has already dealt with the apps sensor, he changed it and even put in a whole new throttle body.

Try the hotwire test for the VP44, if it does not run then you have a bad pump.
There should be only one lift pump, either in tank or on the engine, or an aftermarket pump somewhere.
Did you check the fuel pressure?

Hey thanks for the help, turns out the vp44 was the problem I have already replaced it and have the truck running, only thing I'm not liking is it's a little lazy at acceleration but once it reaches about 35-40 mph its smooth sailing

Thats part of the problem...
Over the counter parts store stuff can be decent but when you get parts from those places you have to be a savvy shopper otherwise you're accepting cheap garbage their suppliers crank out for pennies, and then give you the lifetime warranty warm fuzzy feeling knowing that you can take it back for another replacement piece of garbage over and over again.
When you're after certain high precision parts like the VP then you need to look at reputable vendors that members use from the various diesel forums. Mainly because the VP has been upgraded and changed many times over the couple decades and you want to make sure you get one of those. The VP can only be rebuilt and calibrated on a Bosch 815 bench and they cost hundreds of thousands of dollars. There's only a few of those in the states.
So make sure you keep that VP supplied with adequate fuel pressure ALL the time (no less than 10 psi), and NEVER run out of fuel either.

Just like their lifetime warrantee starters...Junk.
The only upside of their lifetime warrantee stuff is you get to become really good at replacing said part.
They figure they keep giving you cheap replacement stuff, till you get so frustrated you sell the truck.
