no data link power (OBD2), trans no-shift

Serviced trans to check valve body for any blockages. Worked perfect for 3 weeks. No warning as before - trans problem, stays in first, no upshift. Reverse is fine. Manual says possible governor circuit problems. Hooked up my tester and no power to datalink connector. Should be 5 volts. No power to post #31 at PCM. Going to disassemble junction block to try and locate where power loss is. Also, anyone know how/where the connection is to lower voltage to 5v? I'm assuming a resistor of some sorts, hoping it's in the cavity of the junction block on left inner fender where all the relays and fuses are. Thanks for any help! '99 black sport 2500
