On the RO from the service center, it said that my wastegate was stuck closed?!?!
My guess is that it was stuck partially open. Enough so that it was dumping exhaust and causing slow spool up and lack of power but closed enough to trap exhuast and create an overboost situation.
At WOT, I am making now between 18 and 20 PSI boost. Right on the mark.

Yeah, for sure it was stuck partially open......not stuck closed! What was peak boost before the turbo was fixed? Did they just replace the whole turbo?

I didn't think the dealer would just replace the WG! If you were boosting past normal peak boost, you said it was 24+ psi, then the WG was stuck closed - not open.....the low power you were experiencing was probably the ECM defueling like crazy to attempt to lower boost.
