I did the thing just like on the tst web site, I've checked my ground I've checked my switch the wire is B11 orange with black chaser I've doubled checked that and nothing, is there something that could be wrong with the converter that is keeping it from locking up?

Did you remove the trans relay and install the jumper wire correctly? From what i gather form that article is, if you don't add that 12 volt jumper the switch won't work. And you haven't mentioned if you have done it yet.

It will still work if you don't do that but the trans will go into limp mode and start in third gear. That's the only reason for the jumper. I think you have the correct wire and if you KNOW your ground is good the only other thing I can think of is a poor connection somewhere.
I had a crimp connection on the low beam on my '67 PW that suddenly didn't pass current. It was under the hood and when I was checking why my low beams were not working I saw a little spark from the connection. Tightened her up with the crimper again and she work fine. Had worked for about six years prior to this with no trouble at all. Good luck. HTH.
