help with code 1689
Today while pulling a load my truck cut out if I gave it to much fuel. The first time I was merging into traffic in about third gear at 2000 rpm and it quit accellerating for a second. Did it a couple more times on hills. Truck cranks perfedctly and runs fine, unless you exceed 2000 - 2200 rpm. Code is 1689. This is for no communication between ECM and IP. I have searched the threads and found solutions to be connection problems, ECM problem, IP bad, etc.
Where do I need to start? If I seek help, dodge or cummins? Are there any tests I can do?
Only other problems have been A few times turn key and it clicks... turn again cranks immediataly. Problem or not, the tach needle flutters a little. Related or not I don't know.

Sounds like you MAY have an IP issue, do you have a FP gauge on? Any mods to the fuel system, or recent work to same?
If you're showing a CEL, get down to AutoZone (or some other parts store that will read codes) and see if you have the dreaded 0216 - this is the obituary code for the IP.

CEL is on. Code is 1689 - no communication w/ECM. I have checked what connections I see. Can the VP be checked in the truck?
I did fill in my signature...hpe it shows this time. If not it is a 99 24V 5spd, no known mods, just bought the truck. Drove 500 mi home with it, and few hundred around here. Yesterday was the first time I pulled a load with it and had this problem.

I don't know of a VP44 check, but there probably IS one, other than "It works, it doesn't work"; You do need to get some fuel pressure data ASAP, but it sounds like the VP44 is in the process of tanking....;
You might also need an APPS reset, but with the code, you're probably looking at a VP - ck your LP pressure first, see if THAT is toast -

Found out more info on my truck. Original owner sold truck to family member about 2 months ago. He had problems with truck surging. Dealer installed 2 batteries and cables? Surged again later, dealer said vp (original) to blame, but also found loose connection at vp. He chose not to replace pump. Went a little longer with no problems, then surged again. This time new vp, but no lift pump (3 weeks ago)
My dealer said lift pump is bad, now new vp is bad, will replace both Monday. Luckily vp is warranty. I will install gauges when I get the truck back. Hopefully, problem solved.
Any other things to check?

Glad your warranty covers the bill, dealer installed IP's can run in excess of $2K;
Make sure you get the LP replaced - or at least tested, and make sure the dealer will replace it if it goes bad soon - and get the FP gauge installed!

I will replace the LP, even if tests good. According to the other dealer it tested good a month ago when they put on the new IP. Hard to believe a VP44 can fail after 2500 miles. If the LP tests good, I will replace for insurance reasons, but will also wonder what else would kill the IP so soon.

I am having similar issues bit Can only get idle and 1500 rpms. Nothing in between, no turbo kicking in. No nothing.
idles.great give.it throttle and it instantly goes to 1500rpms. Have checked everything everyone suggested but still no solution for mine

Right.now trying the WT ground mod and another for alternator. Along with a test for.wite.and to hopefully single out either wire, ground or ECM needs to be replaced or what pending test results thank for help so far
