Hard starting, Any ideas ?????????

???Still cant get this truck to fire.. I have about 16 lbs of fuel pressure when the key is on,I checked the pressure on the furthest fitting from the center, thinking that one is the output side, there it test about 16 lbs with the key on. It has 2 new batterys also. Does the truck s computer also have something to do with the truck starting?? This truck was in a flood, and maybe it got the compuetr wet. The previous owner said it will start, but it takes a lot of cranking. Any ideas would be great Thanks again For got to mention its a 1999 2500. with the 24 valve

Yes, the computer controls the fueling. Check for air in the fuel system. If there is no air it could be the crankshaft position sensor. Or, I hate to say so, it could be the injection pump. It would be advisible to have it checked for codes if there is no air in the fuel system. The code check will give you a starting point. Hope this helps.
