engine brake stall engine?

engine brake stall engine?
Ok a little history first 3+ years a go a installed a prxb on a 99 3500 it has worked
flawleesly never a problem ,last fall he blew up the old 53 block so I installed a new motor for him it runs perfect has no codes but when he turns on the Ex brake it stalls the engine he steps on the clutch with the brake on and it kills the engine.
it never misses a beat if you turn it off first but if you down shift at a light it dies. I have gone over this thing and every thing seems to be hooked up right new cam and crank sensers same ECM as the old engine. any one have an idea what would cause this?
