For the "smokers" out there. When folks complain, the politicians/police will react. There's a little back street I like to enjoy some rolling wheel slippage fairly regular but today during the stomp, I saw an unfamiliar vehicle so I backed out after affirming I hadn't exceeded the posted speed limit yet and sure enough, there was a radar car...I cruised by with no negative results but evidently someone had made a complaint.

Yes, the diesels had a good run and lots of fun here in cal, but we all knew it would end someday, didn't we. As goes cal, so goes the rest of the nation. I learned about smog in the '70's so my mods are of a different type. Glad the '03 is pretty clean of smog devices. The state is broke and needs your bucks from the fines you will pay to play, so be smart.

smog checks for diesels

Under Calif. law ab1488 requires Model year 1998 and newer diesel powered vehicles be included in the smog check program.
to be checked bi annually
at change of ownership
out of state vehicles

under 14,000 lbs gvwr
testing begins Jan 2010
Statewide implementation of diesel testing
arb/bar to develop inspection procedures
testing procedures are
visual test
odb test
visable smoke test
visable smoke test at idle and at 2500 to 3000 rpm
no inspection equiptment for opacity, up to tester
db meter at 2 feet from exhaust 88 db max
You do not pass no reg sticker.

This is being done to comply with Federal Law. All states must comply by 2015 or they will lose federal highway funds.

Billions of dollars to repair highways or your pickup, who do you think is going to win????????

as far as the sound problem goes,i was told by i traffic court judge that the most part of cities are business districts. in a business district, if your vehicle can be heard from 10ft or more, it's considered "noise pollution" which you can be fined for. this includes exhaust pipes and audio systems such as subs and things of that sort. whenever im in cali, i have to idle through town just in case there is someone waiting to say sumthing about the noise

regs.

They do not apply to visitors. Only out of state vehicles applying to register in this state. We have had a great ride in Ca. Pretty much with what we could get away with. Under the new Federal epa guidelines, all states must comply with the new federal standards for 2015 or will lose federal highway money. Calif is just the first to comply and tighten its regs stricter than the feds.
I just attended a class for certification for on highway Diesel emmision reduction program. 2015 is going to be interesting for us as diesel powered vehicle owners.

Yeah CA sux when it comes to modifying any car or truck, I got a couple of friends that got a ticket for having a K&N intake with the C.A.R.B sticker on it. The majority of cops don't know what they are looking at when they pop a hood, they look for carb stickers and shinny intake tubes to write you up. I was riding with a buddy with SRT-4 and got pulled over, he was going to write us up for not having a muffler(they don't come with one) and having a turbo.

What will the visual inspection consist of? I can put my stock air filter back on since I kept the old parts. Also, I can remove the Smarty but I will probably leave in the injectors although I did keep the old ones. I do not want to replace my exhaust system back to original since I didn't keep the original parts. I hope the earlier post is correct about the exhaust system not being part of it. I didn't know that these came with catilytic converters. I did have a muffler installed but not a "cat". Has anyone in CA had a smog test yet? My vin is odd# so mine will be next year.

The news from Cal. gets worse. I am in Cal. for the winter on a job right now. According to KFI radio, in Los Angeles, the Cal. legislature passed a law, and Schwartenegger signed it, which mandates ALL construction diesels and ALL commercial diesel trucks registered in the State MUST have particulate traps. According to KFI the cost of the changes are in the neighborhood of $15,000 per truck. They had several callers who had owned trucking businesses who had sold all their trucks and had quit business. So far this doesn't apply to us, but I wonder what the effect would be for a guy with a 1-ton who deliver's trailers or who has a small car-hauling business?

The big marine ships run the filthiest diesel imaginable. I believe the regulations only require them to use clean diesel with a couple hundred miles of the US shore. I hadn't read anything about dpf's on them.
