'99 Dodge OBDII not working?

'99 Dodge OBDII not working?
I bought a '99 3500 dually 4wd Auto w/ 95k miles about a month ago. Took it to a diesel shop because it wasn't accelerating under load very well. Shop said $3200 for lift pump, filter and IP. They said it threw a 214 code. I said no thank you, took it home and put an Airtex LP on and now it runs very well.
So I stopped by an auto parts store to use a code reader to check for codes, CEL not on. The code reader powers up, however after the selections are made for type of vehicle it says to connect to vehicle. I thought that the code readers only power up when connected to a vehicle?
Took truck to another diesel shop for an emissions test and to have them check over the IP. They said the same thing as far as the scanner not being able to communicate with computer.
Cig lighter outlet is hot, I think they are on the same fuse. Any ideas??

Both have been checked and replaced. Someone suggested a grounding issue, but I have not had time to investigate nor do I have much knowledge in troubleshooting elec issues.
