Replacing or working on the PSG is not for the everyday mechanic. Matter of fact, because the VP and the PSG must calibrated together, replacing the PSG will require the Bosch 815 test bench. Since this handy tool runs in excess of hundreds of thousands of dollars, you can quickly begin to understand why there's only a small handful of actual VP "rebuilders".

But if you're so inclined, you can feel free to give it a try. The only issue you may run into is that a PSG costs around $500 and you'll have to get one from overseas since I dont know of anyone in America who sells them. And if you happen to not get things right then you'll loose the core value of the entire unit because you'll have to remove the ribbon wire to get the PSG loose. Thus the reason for the security screws.

But in regards to the new/used VP you're eying..... DONT DO IT. Just save yourself any potential unwarranted headaches and buy from a reputable vender. Here's the most current list of rebuilders I know of:

Midwest Fuel injection
Industrial Injection
O-F-I (Oregon Fuel Injection)
Jasper Engines
Diesel Fuel Injection Rebuild Center
Central Motive Power
ProDiesel
Diesel Forward (Diesel Injection Service)
