1999 died while playing around and won't crank
I was playing around from take off from 0-60 with my truck running it hard then letting off with the edge on level 5. The 2nd time I did, as soon as I let off the truck completely died and won't crank. Plenty of fuel coming to the vp44 via the air dog pump. Cracked loose injector lines 3, 4, and 5, turned over and got fuel out of 4 and 5. No codes.
Could it still be the vp44?

Yes, it could be the VP-44, but I would repeat the procedure on loosening the injector lines again starting with #1 and #2 and then working your way back.
I had a 2002 Dodge CTD 24 valve and can't tell you how many times that SAME situation happened to me! You can't let of the fuel very fast on the VP-44 trucks or they seem to "air lock" as you described. On my old 2002 sometimes I had to repeat the procedure two to four times to get all the air out so the truck would start.

Its not air locked when you get on it as you say and shut down fast you drain the vp44 of fuel the lift pump can not keep up with short burst its more vacuum locked start at the pump bump starter and run and drain/or fill the lines may take a lot to startup

I have been fooling with it all day. The air dog pump is maintaining 20 psi to the vp 44. I am getting small amounts of fuel at each injector line none with pressure like I would expect. After stopping turning over the pressure will drop back to 2 psi. I also changed the spring in the air dog pump to make sure.

Hey Dieselbuilder,....I didn't say it was "airlocked" when WHITEY got on it! I said "they SEEM to air lock" as you let off the accelerator after a hard WOT run! For what it is worth,.....there is air in the fuel tanks of our trucks and air bubbles can form in the fuel as it moves in the tank etc. That same fuel goes through the fuel lines to the VP-44 and from there into the lines to the injectors. IF there is more air than fuel, and you suddenly let off the accelerator suddenly, for some reason with the VP-44 trucks, they DIE!!
I have NEVER had that problem with ANY OTHER Dodge CTD Truck that I have owned and that includes a Ist Gen, a 1996 and 2006, of which I still own.

WHITEY:
Sir, you may have very well have a problem with your VP-44 pump.
When my 2002 used to do this, I would have a buddy crank the truck while I worked on loosening the injector lines. On mine, if I saw ANY air bubbles I would continue letting them ooze out fuel until the air bubbles disappeared.
Sometimes, you have to jump around on the lines,....example,....do #2 then go to #4. Then do #1 and then go to #5.
Also, another thing to check is the injector lines themselves. I had one incident where some dirt (from bad fuel) had kind of plugged two of mine.
I took them off and then used my air compressor and "fine" nozzle to thoroughy blow out and clean those lines.
One last thing,....check your fuel filter to see how it looks.

Is it possible the the vp44 is bad even though I'm getting fuel out of the injector lines? Or could this be the crank sensor? Or any other way to test the vp44? I would like to confirm the inj pump is ok.
