01 24v rough idle/white smoke/dead pedal HELP!

I have 2001 Dodge cummins completely stock except for an airdog fuel system. Other than that mod it is completely stock. The truck ran great up until 2 days ago when the temp dropped to 20 degrees that night. The next morning i got in the truck and let it warm up as usual for about 15 minutes. When i started driving i could not get get over 30-40mph without it blowing white smoke and bucking. I got to the gas station and put more fuel in it thinking it wasnt getting enough (i was low but not abnormally low) After that it bucked a little bit but ran great the rest of the day with no problems. So this morning i get in it to leave and it is idling rough again, spouting white smoke and i can barely make it out of my driveway without getting complete dead pedal a few times and it bucking. I did the code key trick and these are the codes that came up 1693, 0602, and 0216. I am hoping its the APPS sensor and not the injection pump ( dear god not the injection pump). Anyone have any thoughts or experience the same problems? Before i go throwing money at an APPS sensor or god forbid an injection pump i was just curious if anyone had any ideas. Oh yea and i did try the APPS reset method (un hooking the batteries, etc) with no luck, which makes me even more worried.
Any help would be much appreciated, Ive had great luck with all the members on this site in the past so let me just thank everyone now!

Hopefully you didn't fill it up. If you have room, pour a bottle of diesel anti-gel in the tank and top it off. Then replace the fuel filter or at least check the water separator for water. If that doesn't work, you probably need a new VP44.
