Modded 12v (Governor mods) will always feel like much more on the top end- the stock 24V does not like to rev.
I think this was for emissions reasons.
Especially with the HY charger the setup is geared towards quick boost build and chokes out a bit under high load high rpm.
On the OBD data you should see up to around 35-37 psi for MAP, but you need to load the engine below 2200rpm to get that.
You will also need to look at the boost tubing and hoses, the clamps get lose and on some trucks the passenger side lower hose rubs on the fender and gets leaky.
And a plugged air filter is also a good method to slow these trucks down. What does the filter minder show?
Reset the minder and do a hard pull from a stop to at least 60 mph (somewhere that it is safe and legal to do so) and check again.
