I dont think it's the LP.
In the cab you can't hear it and when the hood is closed you have be listening for it over the engine noise.
Will I be able to do the rebild my self?
I have a bad IP off a '93. The '93 smoked white when cold and took a long time to clear up, got bad milage, and then one day it woulden't start.
Could I rebild that one and put it on so my truck dosen't have too much down time?

Mine was like that and when it failed due to a leak and I tore it down the spring between the main shaft and the wobble plate was missing and had been since new. It always did rattle but the new pump I replaced it with is very quiet.

Update:
I found out that that the Philips 66 where I got 16 gal of #2 had a garden hose running in to the diesel tank. (Had about a 1/4 of a tank)
It was speculated that I got 11 gal of #2 and 5 gal of H2O.
This explanes why I got 17 MPG in a truck that never goes below 21 MPG unoaded.
So after I found that out I went to the Diamond Shamrock where I usally go to fill up. (took 18.19 to fill up)
Drove around for 30 mins and when I got back home the IP was a about as loud as it used to be.
