Turn signal switch plug brown wire?

Looking at the turn signal switch plug out of the steering column on my 91.5, sombody cut the brown wire in the third hole, top row and installed a momentary (I think) switch to the red/black wire in the far right second row.

The switch says "Hurst" on it.

Is this sombody's "fix" for a bad cruise button or horn or ???? The switch was zip-tied to the turn signal lever.
