Regarding scales, YES you DO have to stop !

Each state has their own rules and they vary widely.

Oregon weighs evey truck over 20,000 lbs
Illinois 16,000
California has signs on some scales that state rental trucks must stop
Nebraska says 10,000 lbs and all pickups with trailers
Ohio wants 10,000 and any trailer is considered part of that figure
Utah 10,000

California code makes it a misdomeener to bypass a scale.
