When you open up the pump, the top of the diaphram is wet with fuel. Is that bad, or is it normal? Any negative effects from this? I can swap the diaphram from my parts truck if needed.

On top of the diaphragm or on the bottom?

Both sides I think. Not sure. I am sure it had fuel on the top side though.

I can't think of how it would get on top unless the diaphragm itself has a tear. Fuel under the diaphragm is what Nick said. Not a huge deal unless fuel is dripping out the AFC vent.

The fuel pin is a different animal than the "ol smokey" pin, correct?

Yes, it's the little tiny pin that pops out from the front of the hole.
