They tend to get stuck due to dirt and grime getting lodged in the housing itself after years of driving. A little penetrant or WD-40 should help. I used a pair of channel locks or vice grips to jiggle and twist the pin in order to get it moving freely.

When I pulled the pump on our son's truck, the timing-pin --- it is more of a peg than a pin --- came loose in my hand; it had been held in place only by a big glob of silicone.
It has been so many years ago that I can't quite recall just how I blocked off that hole, but I did block the big hole and the peg is in the box of spare parts.
It seems like I may have had to do likewise on a couple other engines over the years; as good as everything else about a Cummins is, that TDC pin is a joke.

I noticed it's sticky too. When I use the timing pin, I pull it out, clean it, wipe out the hole, lightly oil it, and operate it with my finger tips. There's a bit of a detent to hold it in place free of the gear when it's not being used.
It's obvious that if it's grimy and you just push it in, you're asking for trouble.

it popped in kinda hard i didnt know you could take it out,,,ill try the channel locks in a few ,,,but i should be able to pull the whole thing out right?,,,,clean it ,,,then pop it back in,,,if this dont work would it hurt to barely rotate the engine ,,,,hopefully i dont have to do this for another 600,000 miles,,,
