If it's not the fusible link, it's the ignition switch. There are three switches inside the ignition switch, the power windows are on a different contact than the dark blue feed that runs most everything else.

It was one of the other fusible links. Burned up on the inside, hard to tell on the outside. All the fusible links on here look they are ready to fall to pieces, frankly.
I cannot believe something that cheap and flimsy was used in a heavy duty truck. If I ever start making more money at work that is the very next project I plan for the heap, putting in some circuit breakers or something. The auto parts stores don't even carry fusible link wires like these Dodges have in 'em.

You have to remember that your truck is 18 years old, and OEM's only have to supply parts for 10. Also, OEM's are in it to make money, not build the best product they can possibly build. If it cost them $1 less to put in fusible links as opposed to real fuses, multiply that by the amount of trucks produced. Yeah, that's a bit of a savings eh. Also, they get to hit you when you have to take your truck to the dealership if you can't figure out what's wrong with it. Not that those monkeys are any good...
