Bad U joints?

I'm not sure how u joints on the front axle would affect steering. unless the hubs are locked. When my hubs are unlocked the axle is not turning. Can you clarify this more for me. I've been having the same sort of problem lately. Thanks

The axle may not be turning, but the u-joint still needs to flex when you steer.
