Speedometer help

On my 92 dodge D350 LE the speedometer did not work when I got the truck. I removed the VSS and checked that the adapter that the VSS screws into was turning when the tail shaft of the transmission was turned and all was good. So I removed the dash and took the gauge set out, removed the speedometer and took apart to find the gears bad. Ordered new gears and installed them, put everything back together and installed. Took truck out for test drive and still no speedometer.
My ? Is the small gear that mates with the gear on the motor. Is this small gear suppose to spin on the plastic stud it sets on? Or be glued in place?

Those little gears work the odometer, not the Speedo

You could have electrical problems too. I got sick of mine and put an '89 mechanical speedometer in.

when my speedo stoped working along with the odometer the problem was the pcm
